Panel of Experts Presents the Facts, Pros and Cons
Due to the critical need for affordable housing across the commonwealth, the VA Legislature recently passed a faith in housing bill (sb 388/hb 1515). It would allow churches or other faith based organizations and other non-profits to build affordable housing on land they own. Development would not have to follow the general land use plan or zoning. It would be a by right approval if the county grants a building permit. The bill is on the governor’s desk. It would become effective 9/1/27 and sunset in 2031. Many communities were unaware of the bill until late in the legislative session, at which time 15 civic associations including whca objected.
